1. Introduction
1.1 Purpose of this Tender
The Management of Browne Park Inc. (MBP) invites formal tenders from suitably qualified and experienced catering operators for the exclusive Catering Services Lease at Browne Park Stadium, Rockhampton, Central Queensland.
This tender replaces any prior Expressions of Interest and seeks submissions capable of delivering high-quality, scalable, and compliant catering services across sporting, entertainment, corporate, and community events.
1.2 Background – Browne Park Stadium
Browne Park Stadium is Rockhampton’s premier and historic rugby league venue and is currently undergoing a major redevelopment, positioning it as a leading regional events precinct.
Key redevelopment features include:
· New three-level grandstand
· Approx. 3,300 permanent seats
· Stage 1 capacity of 5,500, expanding to up to 16,000 patrons*
· Multiple permanent food and beverage outlets
· Corporate suites, lounges, and function rooms
· Premium seating and hospitality areas
· Broadcast and media facilities
· Community and event spaces
Events hosted at Browne Park include, but are not limited to:
· Queensland Cup (Central Queensland Capras)
· NRL matches
· Community and school sport
· Concerts and major events
· Corporate functions
· Private events including weddings and celebrations
2. Scope of the Catering Services Lease
2.1 Rights Granted
The successful Tenderer will be granted exclusive catering rights, including:
· Operation of the brand-new commercial kitchen for all stadium events
· Operation of:
o One ground-floor kitchen
o One Level 1 food outlet
o One Level 2 servery
· First right of refusal for:
o Additional food outlets during concerts or high-capacity events
o Temporary or field-level food operations
· Provision of corporate catering services within suites, lounges, and hospitality areas
· Opportunity to operate mobile catering services for approved off-stadium events (optional)
2.2 Caterer Obligations
The Caterer will be responsible for:
· Delivering consistent, high-quality food services
· Compliance with all food safety, health, and licensing requirements
· Employment and supervision of trained staff
· Waste management and sustainability practices
· Provision of inclusive dietary options
· Maintaining cleanliness and presentation standards
3. Lease Structure & Commercial Model
3.1 Lease Term
· Initial term: 3 years
· Extension options: 2 × 1 year options, subject to performance
3.2 Financial Model
Tenderers may propose one or more of the following models:
· Fixed annual lease fee (plus CPI adjustments)
· Percentage-based revenue share
· Hybrid lease and revenue share arrangement
Tenderers should clearly outline:
· Proposed fees
· Revenue assumptions
· Commercial rationale
3.3 Reporting & Governance
The successful Tenderer will be required to provide:
· Monthly financial summaries
· Event-by-event reporting
· Annual audited financial statements (where applicable)
3.4 Commencement
Anticipated commencement:
· April – June 2026, subject to construction practical completion
4. Catering Service Requirements
4.1 General Catering
Tenderers must demonstrate capability to deliver:
· Stadium-appropriate menus
· High-volume event catering
· Corporate hospitality menus
· Non-alcoholic beverage services
4.2 Operational Standards
Submissions must address:
· Staffing models
· Queue and peak-period management
· Food preparation and service workflows
· Event mobilisation and bump-in/bump-out capability
4.3 Accessibility & Inclusion
Tenderers must demonstrate:
· Dietary inclusivity (vegetarian, vegan, gluten-free, allergy-aware)
· Cultural sensitivity
· Accessible service practices

6. Evaluation Criteria

7.1 Key Dates

7.3 Late Submissions
Late submissions may be considered at MBP’s discretion, but acceptance is not guaranteed.

8. Draft Agreement Framework
The final Catering Services Agreement will include provisions relating to:
· Performance KPIs
· Health, safety, and licensing compliance
· Reporting obligations
· Insurance requirements
· Termination and default conditions
9. Conditions of Tender
MBP reserves the right to:
· Accept or reject any tender
· Negotiate with one or more tenderers
· Not award a tender
· Amend the tender process at any time
